5 Additives and Preservatives Banned or Restricted by FSSAI in 2025

In 2025, the Food Safety and Standards Authority of India (FSSAI) persisted in enhancing its regulations to guarantee food safety and conform to global standards. Below are five additives and preservatives that have been prohibited or limited:

Steviol Glycosides (INS 960)

Steviol glycosides, which are extracted from the stevia plant, have been banned in certain food categories. The circular issued by FSSAI on November 28, 2023, clearly indicates that steviol glycosides are not allowed as additives in ‘cocoa and chocolate products’ and ‘imitation chocolate, chocolate substitute products’. This ruling is intended to uphold product integrity and avoid deceptive labeling in confectionery products.

Potassium Bromate

In 2018, the FSSAI removed potassium bromate, a flour enhancer, from its list of approved additives. While this is not an update for 2025, the ongoing ban demonstrates FSSAI’s dedication to removing potentially hazardous substances from the food supply.

Cyclamates

In 2018, the FSSAI eliminated cyclamates, which are artificial sweeteners, from the approved additives list. This ongoing prohibition highlights the authority’s commitment to protecting public health by limiting substances that may pose health risks.

Indigotine (Indigo Carmine)

Indigotine, a synthetic coloring agent, has been excluded from the roster of authorized additives in specific food categories. It is no longer allowed in ‘cocoa and chocolate products’ and ‘confectionery, including both hard and soft candy’. This decision reflects a global shift towards minimizing the use of artificial colorants in food items.

Polyglycol Polyricinoleate (PGPR)

The use of PGPR, an emulsifier in chocolate products, has been limited. Recent amendments by FSSAI now confine its application to designated food categories, thereby ensuring that its usage remains within safe and authorized parameters.

The regulatory measures implemented by FSSAI demonstrate a forward-thinking strategy towards food safety, with the objective of safeguarding consumers from potentially hazardous additives and preservatives. By adhering to global standards and scientific findings, FSSAI persistently improves the safety and quality of food products offered in India.
